To implement the “one integrated license” reform for companies that have gained their business licenses, Jiangbei New Area (the pilot FTZ) conducted the trial program in the selected 22 sectors, each of which may require multiple administrative permits to operate, including supermarkets, restaurants, drug stores and private schools. In accordance with the result of the trial program, responsive administrative measures will be taken as called for to extend the trial program to other sectors, before working out a list of sectors applicable for “one integrated license”.
First, a standardized work procedure is set up, which consists of “five ones”, namely, one notice, one application form, one window for acceptance of the case, one uniform standard for approval, and one integrated license for operation. The applicant, no longer required to visit multiple administrative departments, only needs to fill in a set of forms and submit documents required at the service window for market access. The application will be processed through a streamlined procedure on the scene. Time required for case-handling is reduced by 1/3, as 80% of the approval procedure is cut on average. Second, electronic license is applied. After the approval, the “Industrial Integrated License” is issued, containing all the information required in the previous multiple registrations and permits. This integrated license, stamped with a QR code that comprises information such as name of the proprietor, legal representative, operation venue and approved items of operation, is a great relief to replace the multiple licenses and permits required for businesses before. Third, better service is delivered to advocate online application. “One integrated license” online service is upgraded via Jiangsu Government Service Platform, releasing to the public a list of sectors that are applicable for the pilot reform, as well as the guidelines for processing the application in each sector. Online government service is improved by providing navigating service which is more accurate and convenient, quick search, precise matching, and smart form-filling to encourage the market players to apply the integrated license online. Fourth, put in place a Window for General Service. This window is set up to tackle the difficulty of obtaining multiple permits confronted by the businesses after they have gained business license. Highly relevant issues of great concern for businesses, such as business registration, business approval, healthcare and medicine, and social security, which were processed separately at different windows before, are now accepted and processed at this window for general service, once and for all.
